joyride. the certainly has a new job title. >> reporter: on thursday, the san francisco police department reassigned sarge carl to an administrative assignment with no public contact. he and his friends were drunk when this video was recorded. he wrote "broadway tunnel, 100 miles per hour." investigators will go over this video and possibly contact facebook. the sergeant could receive a written reprimand, be suspended or fired. under san francisco's rule of order, misconduct is classified as any breech of peace, negligent of duty, or reflects discredit on the department should be considered unofficer-like conduct subject
to disciplinary action. the chief is leaning toward suspending him at this point. but it's still early, and the investigation has not been completed yet. but it appears the san francisco cop will be allowed to stay on the force. new businesses in san jose are getting a break. the council is planning to fill up some empty downtown storefronts. >> reporter: this is the common site along santa clara street in downtown san jose. empty storefronts, blight next to operational businesses. council member sam lacardo says he and a few of he's colleagues are trying to change this, releasing a proposal called "open for business." lower the cost for new businesses to open up by requiring landlords to charge $1 or les per square foot for
storefronts 500-square foot or smaller for a 6-month period. in turn the city will waive the city-issued permit and license fees associated with fixing up commercial space. >> for a typical small restaurant, the fees may exceed $10,000 for a small space in the city. for improvements as well as what other permits they need to get up and running. plus they have county permits to pay for for health. this is hard for a lot of small businesses. >> reporter: lacardo says a committee will consider the proposal at its first meeting in january. >> we know that landlords want rent. and when they have an empty storefront, they don't get any. when they're able to encourage a tenant to move in quickly, they're willing to forego a lot of rent, knowing that they're able to get an occupant who's going to continue paying rent into the future.
a bomb threat against a teacher this morning closed schools in cupertino. grafrittyffiti on a wall targeted a specific teacher. bomb-sniffing dogs were brought in. and no explosive device was found. but police are taking the threat very seriously. >> the crime has still been committed. and we are in fact following up on a couple different leads right now. our detectives and patrol deputies are working together at this point following up on those leads. >> the threat was also posed to a nearby grade school. police and officials are not confirming reports that the same teacher has been threatened before. firefighters in the east bay are trying to figure out
what sparked a huge fire in fremont. charles clifford was at the scene. >> reporter: just after 1:30 thursday afternoon, a huge column of black smoke could be seen rising just west of interstate 680 and fremont. crews on scene found the roof of cnh enterprises on fire. the size of the flames prompted firefighters to upgrade the blaze to 3-alarms. they also warned people in the area to stay in place and avoid the smoke. >> very toxic, you want to try and stay out of it, avoid it. anybody in what we consider the hot zone here should have had a self-contained breathing apparatus on. >> reporter: crews battled the blaze for about an hour. because of the size of the fire, firefighters mainly fought this place defensively, which means they sprayed water onto the building rather than going inside to put it out.
>> it was unreal. >> reporter: about 90 people work at cnh. it's unclear when or if they'll be able to go back to work. >> just got new machines in there we were fixing everything up to get it really spiffed and be a top-notch machine shop, which we were, but -- now this. >> reporter: the cause of the fire is still under investigation. bart police are stepping up security in holiday shopping season to make sure drivers -- or riders, rather, feel safe. there will be more officers riding the trains, and they'll be safeguarding busy downtown san francisco stations. it's hoped that will help prevent crime when shoppers are particularly vulnerable carrying home holiday gifts. >> i think it's a good thing. there's a lot of things going on around here at this time of
year. >> good. people will be safe. spend their money right. >> the added presence is expected to be helpful, but bart is still warning passengers to stay alert. temperatures are dropping into the low 30s in portions of the bay area at this hour. it's 35 degrees in santa rosa. 33 in vallejo right now. 35 degrees in fairfield, 37 in half moon bay, and 36 in pleasanton. already hitting those 30s, and it's going to get colder. clouds approaching now. no 20s, but we'll still see low 30s. our headlines, very cold temperatures overnight, areas of frost expected. a frost advisory in effect for tomorrow. a better shot of rain into saturday and sunday.
scary moments in san francisco's twin peaks neighborhood. a driver was trying to back out of a parking space but hit the accelerate by mistake, sending the car flying 40 feet over the embankment. >> i didn't think it was possible. it looked like he hit the gas, and then it just went over the cliff! and i thought they were gone. i jumped out the car and went to see if they were okay. they were climbing out the car one by one.

it's pretty comprehensive and explanatory. >> in that statement, he called rice an extraordinary capable and dedicated public servant. the president is going to meet with rice tomorrow at the wheelhouse. more details on the death of the british nurse who was the victim of a prank call. an autopsy shows that she hung herself with a scarf. detectives say there were scars on his wrists as well. the 46-year-old killed herself three days after being fooled by australian djs posing at queen elizabeth and prince charles. they wanted information on prince william's wife. saldana, a married mother of two left three note bus no word on what they said. the woman who raised the man suspected in the oregon mall shooting is offering

[ crying ] >> she went on to say that roberts had planned to join the marines until he broke his foot recently and learned it would keep him from joining. and she said that greatly affected him. roberts opened fire inside the mall tuesday, killing two people, and injuring another person before killing himself. a movement to support
salvation army bell ringers on the berkeley campus is gaining momentum. the group involved is protesting a student government proposal that would ban the donation bins on campus. the ban was suggested after a student began a petition against the salvation army alleging it had homophobic practices. a campus libertarian group says the vote is not representative of the student body. we're seeing clear skies around the bay area and very cold temperatures. it's going to stay cold in the overnight hours. temperatures about where they were last night. cool conditions into tomorrow afternoon and a chance of rain. first a look at the weekend. a better chance of rain moving in saturday night into sunday. temperatures aren't warming up all that much either. outside right now, clear skies, but the rain is approaching and so is
the cowed cloud cover. the rain mainly riding the coastline right now. showers are expected to be very spotty out there tomorrow, and mainly near the coast. futurecast, you can see the rain along the coastline into the overnight hours. by 11:00 in the morning, it's skirting the san mateo coastline. and snow along the sierra. tomorrow, 4:00 in the afternoon, the showers start. a break tomorrow afternoon and through saturday afternoon, the rain will return. low temperatures tomorrow morning. very chilly indeed. 36 in fremont, 37 in san jose. livermore, 31. 33 in santa rosa
and 32 in napa. a look at frost advisories in effect for the delta and the livermore valleys. we're seeing the advisory in effect until 8:00 tomorrow morning because the temperatures will be so chilly. and frosty windshields out the door. if your car is parked outside, give yourself extra time. the afternoon high temperatures, not going to warm up all that much! upper 40s for the north bay, low 50s everywhere else. 52 in san jose. a chilly afternoon indeed. up in the sierra, are a little bit of snow out there tomorrow, more into saturday and sunday. if you're headed up there for the weekend, bring your chains. tomorrow, very cold, but also a chance of showers, especially near the coastline. keep that umbrella handy just in case tomorrow. saturday into sunday, rain more likely. same thing on monday. a little break on tuesday. it looks like the rain will return
